LIMITATIONS ON THE NUMBER AND DUTIES OF COACHES - ELIMINATION OF RECRUITING COORDINATIONÂ FUNCTIONS - RWG-11-2
Eliminates the rules defining recruiting coordination functions that may only be performed by a head or assistant coach. The rationale is that an institution should be responsible for establishing its own policies and procedures related to the recruitment of prospective student-athletes, including the roles and responsibilities of all athletic department staff members. The current rules requiring off-campus recruitment to be performed only by countable coaches would remain applicable.
LIMITATION ON SCOUTING OF OPPONENTS - IN-PERSON SCOUTING PROHIBITED - RWG-11-3-B
Prohibits the live scouting of future opponents except in limited circumstances (e.g., double-header events or tournaments). The rationale is that one rule regarding scouting should apply to all sports. In most cases, videos of future opponents are readily available either through institutional exchange, subscription to a recording/dubbing service or internet sites accessible to the general public.
LIMITATIONS ON THE NUMBER AND DUTIES OF COACHES - ELIMINATION OF LIMITATION ON NUMBER OFÂ OFF-CAMPUS RECRUITERS AT ANY ONE TIME - RWG 11-4
Eliminates the restriction on the number of coaches in any sport that may be off-campus recruiting at any one time, but maintains the requirement that only authorized countable coaches can engage in off-campus recruiting. For example, Football may now have more than 9 coaches off-campus recruiting, so long as it is within the permitted recruiting period.

Eliminates restrictions on publicity once a prospective student-athlete has signed a National Letter of Intent, or written offer of financial aid or admission. The rationale is that any regulations on publicity after a student-athlete has committed to an institution are inconsequential, and any prohibited activities should be left to the discretion of an institution and/or conference. However, the restrictions on media being present during any recruiting contact made by coaching staff is still in effect (NCAA bylaw 13.10.1).
CAMPS AND CLINICS - PROSPECTIVE AND ENROLLED STUDENT-ATHLETE EMPLOYMENT - RWG-13-8
Deregulates employment rules for camps and clinics as they relate to both recruits and current student-athletes. It also allows senior football prospects to participate in camps and clinics. In addition, prospective student-athletes are permitted to work institutional camps, provided s/he has signed a National Letter of Intent, an institution's written offer of admission and/or financial aid, or the institution has received the prospects financial deposit in response to its offer of admission. However, because of the new NCAA definition of "student-athlete," players may not participate as campers if they are enrolled in summer school; instead, they may only participate as counselors. This rule applies to all sports, including Olympic sports.
ACADEMIC AND OTHER SUPPORT SERVICES - RWG 16-3
Specifies that an institution, conference, or the NCAA may finance other academic support, career counseling, or personal development services that support the success of student-athletes.
MEDICAL AND REALTED EXPENSES AND SERVICES - RWG 16-4
Specifies that an institution, conference, or the NCAA may provide medical and related expenses and services to a student-athlete.
TEAM ENTERTAINMENT - IN CONJUNCTION WITH PRACTICE OR COMPETITION - RWG 16-6
Specifies that an institution, conference, or the NCAA may provide reasonable entertainment to student-athletes in conjunction with practice or competition.
EXPENSES PROVIDED BY THE INSTITUTION FOR PRACTICE AND COMPETITION AND NONCOMPETITIVE
EVENTS - RWG 16-7
Specifies that a student-athlete may receive actual and necessary expenses to a student-athlete to represent the institution in practice and competition (including expenses for activities/travel that are incidental to practice or competition) and for a student-athlete to represent the institution in noncompetitive events (e.g., goodwill tours, media appearances, student-athlete advisory committee meetings). Also eliminates the departure/return restrictions for when student-athletes travel to competitions.
